It`s hard to believe that two years have already passed and we`re back at the negotiating table to get you a new enterprise agreement! HSUWA has begun the negotiation process with the Western Australian Department of Health to replace the expiring 2016 agreement (see here for a copy). 2018 becomes a difficult negotiating environment: a fast environment, the current agreement covering your payment and conditions, expires on June 30, 2016. The last agreement gave wage increases of 3.75% from 1 July 2014 and 3.5% from 1 July 2015. In January of this year, we interviewed members online and then launched a series of working meetings. The trial culminated in a Reps conference at Perth Zoo in early April, during which the damage report was confirmed. The payment of an increase and refund can only be made after the new contract has been registered. If members vote against the current offer, it means there will be no more salary increase from July 1, 2018. The Union and the department/government have concluded the negotiations and we have reached a point where there is little to be gained from further discussion. The vote against the offer means that members are prepared to strike and enforce serious work bans in an attempt to obtain improvements in the offer. The provisions of the Cerebral Palsy Association of Western Australia Ltd and Health Services Union (HSUWA) Enterprise Agreement 2014 therefore apply until 30 June 2018.

HSUWA and the Ministry of Health concluded negotiations for a new enterprise agreement with an offer received on June 25, 2018. There will be no further salary increases or changes to other terms and conditions of employment until the union and the Department of Health agree. So far, the negotiations have been effective and reasonably productive. We have now presented the Department with the main proposed amendments to the agreement and explained the reasons and justifications for the claims. The offer includes salary increases, subject to a member vote, of $1,000 per year from July 1, 2018 and an additional $1,000 from July 1, 2019 (pro rata for part-time workers). The first pay increase is paid only to workers who are working when a new agreement is registered by the VA Labour Relations Board. The offer is valid for a two-year contract that expires on June 30, 2020, the salary project is available here.
The EU has negotiated a new enterprise agreement with the Ministry of Health on the basis of the Claims Protocol, approved at the Reps Conference on 7 April at Perth Zoo, see here. I am pleased to inform you that on Friday 24 June we received an offer for better pay and health conditions. The offer was reviewed by the union`s board of directors on June 29, 2016. The Committee accepted the offer electronically, subject to members` approval. I decided that it was useful to wait until after the turmoil of the federal election to make the offer to the members. The proposed salary increases, subject to a vote of the members, amount to 1.5% from 1 July 2016 and 1.5% from 1 July 2017. This is in line with the government`s salary policy. The offer is valid for a two-year contract that expires on June 30, 2018, the salary project is available here. In addition to wage increases, there are new provisions for job and labour management security.
