The Planning Committee for Regional Economy and Development has not been established. As for Islamic banks, there was only one Islamic bank in the region, Al-Amanah. The Growth with Equity project in Mindanao aimed to get other foreign Islamic banks to establish branches in the ARMM region.2 As provided for in the agreement, ARMM was allowed to retain 80% of tax revenues for five years, but the amount was minuscule.3 No record was found of an ARMM issuing treasury bills or bonds. Republic Act 9054, adopted in March 2001, is the ratification of the 1996 Peace Agreement. In Article 12 (Economy), Section 5, strategic minerals are defined as uranium, petroleum, fossil fuels, mineral oils, all energy, national reserves, water parks, forests, watershed reserves, and “those that may be defined as such by an Act of Congress within one (1) year of the enactment of RA 9054.” Theoretically, DMARD takes control of minerals that are not defined as “strategic” minerals. The Regional Autonomous Government should have an educational component consisting of existing schools, colleges and universities in the current Autonomous Area and these other schools and institutions in the future Extended Autonomous Area, with the possible inclusion of State Universities and Colleges (SUCs) being decided at a later stage. The relationship between the regional training institution of the self-government and the national education system is that of a system and subsystem emphasizing the autonomy of the subsystem. In the event that THE SECs should be included in the educational component of the regional autonomous government, the autonomous government recognizes the fiscal autonomy and academic freedom of the SUCs as prescribed in their respective statutes. A series of Islamist bombings in Mindanao in March and April were followed by repressive counterinsurgency campaigns. Indigenous residents involved in land disputes with local landowners are executed.1 Neither the PNP Regional Command for the New Autonomous Region nor the Regional Security Task Force (SRSF) were established this year. King and Guerra report that the GRP implemented a decentralized educational approach to the ARMM in 2001.2 By 2005, the integration program had not received GRP funding, according to the company under contract with USAID to train teachers in Mindanao: In 1997, the first phase of the United Nations Multi-Donor Program (GOP-UNMDP) began. The GOP-UNDP programme, in collaboration with the National Economic and Development Authority (NEDA) and the Council for Peace and Development of the Southern Philippines (SPCPD), sponsored a reintegration assistance programme for some 70,000 mnlf former combatants and their family members. Australia has made the largest contribution to the Action for Conflict Transformation (ACT) under the aegis of the Government of the Philippines – United Nations Multi-Donor Programmes (GOP-UNDP).1 In the early 1990s, the Organization of the Islamic Conference expanded its four-tier Ministerial Commission, which had facilitated peace talks between the Philippine Government and the MNLF. The six-member Committee of Ministers, as it is now called, included the new members, represented by Indonesia and Bangladesh, as well as the four members of the original Ministerial Commission, Libya, Saudi Arabia, Senegal and Somalia. Indonesia became the Chairman of the Committee, which mediated the talks between the Philippine Government and the MNLF.  In order to reintegrate the MNLF rebels into civilian life, President Ramos had also approved a program to hire former MNLF combatants to build a total of 163 bridges, also known as peace bridges in the southern Philippines. This happened in January 1998.1 It is the policy of the national government to appoint at least one (1) member of the Cabinet (with the rank of departmental secretary) who resides in the autonomous region and is recommended by the head of the autonomous government. A widely accepted juxtaposition in the literature on the mindanao conflict is that the region is extremely rich in natural resources, but the region is the poorest of all the Philippines. Addendum: On October 26, 2008, the ARMM Regional Assembly passed RA Bill No. 72″, which eventually established the SRSF or the Philippine National Police in the Autonomous Region of Muslim Mindanao with a provision to include existing PNP units in the ARMM, mnlf elements and other residents of the region who can be recruited into the SRSF. The bill was then approved or updated in accordance with MMA Law No. 287 in November 2011.1 Article 110: The selection, recruitment, appointment and promotion of staff in primary, secondary and tertiary schools is the responsibility of the regional autonomous government in accordance with the general standards of the Civil Service Commission (CSC) and other recognized bodies. The Arabic language as a means of teaching in madrasas was recognized from 2004. Decree No. 51 of the Ministry of Education and Executive Decree No. of the ARMM RG 13-A has contributed to improving and standardizing the Arabic language and Islamic studies in madrasas and the teaching of secular subjects in madrasas that want to be recognized by the Ministry of Education.1 Until 2005, the program for the integration of private madrasas had not received GRP funding, According to the company engaged with USAID to train teachers in Mindanao: A joint monitoring committee, composed of members of the GRP and the MNLF, will continue to meet with the help of the OIC to review and identify agreements that can be implemented immediately and to monitor the implementation of this agreement during Phase I.
The 1996 peace agreement provides for various provisions such as the establishment of its own regional economic planning and development committee by the ARMM, the promotion of tourism, the power of the ARMM to create incentives, including tax breaks to the extent of its powers and resources in the area of autonomy, the adoption of regional tax legislation and the local regional tax code, the promotion of the establishment of banks and bank branches. and the establishment of an Islamic banking unit within the ARMM. In coordination with the central bank, the ARMM was authorized to accept foreign financial and economic subsidies, to issue its own bonds, treasury bills and bonds. The peace agreement calls for fiscal autonomy for the ARMM, grants preferential rights to the exploration, development and use of natural resources in the autonomous zone, and respects existing rights to the exploration, exploitation and use of natural resources. The internal tax levied by the ARMM region was to be allocated to the regional autonomous government for a period of five years in the annual general appropriations law, which could be extended by mutual agreement between the national and regional autonomous government. In 2004, the development and institutionalization of education in madrasas was approved by the GRP Education Department under DepED Regulation No. 51. In the same year, the armM also adopted the National Standard Program with Executive Decree No. 13-A. These two orders essentially integrate madrasa schools into the national herd for the first time by allowing them to apply for national funding.1 a. During the transition period (Phase I), a program or procedure will be implemented that will consolidate the elements of the MNLF into the NPL and become part of the NPL in accordance with the guidelines and procedures provided for by applicable law. The Philippine Government allocates one thousand five hundred (1,500) PNP positions open for this purpose to be filled by mnlf elements during the transition period, and two hundred and fifty (250) additional positions for special or auxiliary services.
As called for in the 1996 peace agreement, a regional referendum was held in August 2001 on the expansion of the Muslim Autonomous Region of Mindanao (ARMM), which has four provinces. Only one new province, the Muslim-majority island of Basilan, voted to join the ARMM. Faced with blatant democratic rejection by ARMM voters, even in several Muslim-majority provinces, MNLF leader Nur Misuari is protesting against the timing and legitimacy of the plebiscite election amid numerous calls for resignation. In November, MNLF units claiming to be Nur Misuari attacked AFP facilities in Zamboanga and Jolo Island, killing an estimated 140 people. It is still unclear whether Nur Misuari ordered the attacks. He was arrested while trying to cross the border into Sabah in Malaysia and detained by AFP security forces in the Philippines. He was subsequently placed under house arrest.1 1.
